tracert fails at the first hop, just says 'destination unreachable'
likewise he can't ping our server IP.

However, he can still connect to other servers and to the interweb.

I'm racking my brains trying to think what to check first. It's almost like the IP is blocked at his machine.

It shouldn't be a DNS issue as a numeric IP fails in tracert, so no lookup required.
