Domain controller questions

My network experience up to now has been confined to Windows workgroups with relatively simple file sharing.

Now it looks like I have to take this a step further. I want to be able to create user groups in order to be able to control access to specific company folders and files.

Am I right in thinking that the only way to do this (with Microsoft products) is to run Windows Server software and use Active Directory services?
